At present, there are 18 special-purpose automobile companies in Changchun City with an annual production capacity of 50,000 vehicles, which only accounts for about 3% of the total national output. In order to change this situation, Changchun City plans to add 100,000 special-purpose vehicle production capacity in the next five years, and establish Changchun as a domestic special-purpose vehicle manufacturing base, striving to account for 10% of the country's total output.

The creation of a special automobile manufacturing base in Changchun is a microcosm of the current trend of localization in China's special-purpose auto industry. This trend is also evident in Liangshan County in Shandong Province and Suizhou City in Hubei Province. Liangshan County strives to build a “China Trailer (Special Vehicle) Production Base” and has gathered more than 100 various special-purpose automobile production enterprises, forming an industrial chain from component parts to complete vehicle integration. Suizhou is positioning the "China's special-purpose automobile capital", relying on its development base for decades to form a unique regional development advantage. In the first 10 months of 2011, Suizhou produced and sold more than 50,000 special-purpose vehicles, ranking the first in the country.

In addition, Liaoning, Ningxia, Fujian, Zhengzhou, Tianjin and other places are also building their own special-purpose automobile production bases. During the “Twelfth Five-Year (2011-2015)” period, with the completion of the construction of a dedicated vehicle production base, the regional development trend of China’s special-purpose vehicles will become more apparent, and the industrial cluster effect will increase significantly. However, the need for local governments to be vigilant is that in the case where the overall level of development of the special-purpose auto industry is not high, the market order is easily disrupted by some unqualified small-scale enterprises, and it is difficult to form an effective cluster advantage.

Grouping trend is obvious

Synchronized with the development of localization, the trend of grouping in the special-purpose auto industry will become more apparent.
