Some flea market illegally purchased scrap equipment and made it through refurbishment to form a "new" equipment and sell it. Because there is no safety inspection, these devices have become a kind of mobile time bombs with large hidden dangers after they have entered the market. It is understood that due to the fact that there are no mandatory retirement dates for all special equipment in the country, and there are no relevant regulations for recycling and second-hand sales, the quality supervision department can only manage the special equipment being used, even if it is found in the used goods market. Various security risks cannot be investigated and dealt with. To this end, Nanning City Bureau of Quality Supervision brewing to formulate the provisions, is currently in the legislative research stage.
The regulations are intended to include 27 items, and detailed requirements have been made for units and individuals engaged in the manufacturing, installation, modification, repair, sale, purchase, inspection and testing of special equipment in Nanning. The regulations state that when special equipment users change, transfer, relocate, and scrap special equipment, they must go through the formalities for canceling registration of special equipment and destroy it under the supervision of the supervision department; the recovery and destruction unit must obtain the approval or entrustment of the inspection department, and After the business license is processed, the company may engage in the recovery and destruction of special equipment; in addition, even if there is destruction qualification, units and individuals not belonging to Nanning shall not engage in the recovery and destruction of special equipment in Nanning.
