·2013 China Road Traffic Safety Forum was held in Beijing

On August 29th, the “2013 China Road Traffic Safety Forum” co-sponsored by China Road Traffic Safety Association, China Automotive Technology Research Center and China Economic Net was held.

The forum is based on the theme of “Road Traffic Safety – Shared Responsibility”. Representatives from the Ministry of Public Security, the Ministry of Transport, the China Automotive Technology and Research Center, automobile and parts companies, and related research institutions at home and abroad attended the forum.

Traffic safety accidents have been curbed

Urban congestion and other issues are still outstanding

Huang Ming, deputy director of the Ministry of Public Security: China is a developing country. The development of road traffic started relatively late and the foundation is relatively poor. In 1986, when the country decided to manage urban and rural unified road traffic, the national car ownership was only 3.62 million vehicles. The number of drivers is 5.17 million, and the mileage of highways is 963,000 kilometers. With the continuous development of the economy and society, China has ushered in the great development of road traffic and quickly entered the era of automobiles. By the end of 2012, the number of motor vehicles in China has reached 240 million, including 120 million vehicles, and the number of motorists has exceeded 200 million. From January to July this year, the number of cars and drivers in China reached 9.53 million. 9.04 million people, from January to July this year alone, the growth of cars and the number of drivers increased by 2.6 times and 1.7 times the national total at the end of 1986.

Looking back on the development of the past 30 years, China's road traffic management has experienced a difficult period of difficulties and pressure. Under the unified leadership of the central government, all localities and departments worked closely together, and the majority of traffic participants worked together. China's road traffic safety work has made great progress, but compared with the world's advanced countries, there are still road safety work in China. There are many new issues facing the gap. The foundation of China's road traffic safety is relatively weak, the types of motor vehicles are diversified, and the terrain environment in the east, central and western regions is very different, and the traffic conditions are very complicated.

In recent years, the problem of urban congestion is more prominent, and the safety risks in rural areas are increasing. The concept of traffic safety and the awareness of transportation civilization in the whole society are not compatible with the requirements of automobile social development. Uncivilized driving behavior and traffic habits are still relatively common. The total number of casualties in road traffic accidents is still large, the security situation is still very serious, and the road traffic safety management capabilities and levels need to be further improved. Actively adapting to the pace of automobile social development, realizing the scientific development and safe development of road traffic, maintaining the stability and stability of the security situation, and meeting the growing safe, convenient and comfortable traffic demand of the people has become our main task and the enormous challenge. .

In recent years, the Chinese government has adopted a series of intensive measures, such as improving laws and regulations, promulgating and implementing the Road Traffic Safety Law, formulating macro development policies, and promulgating the State Council's opinion on strengthening road traffic safety and road traffic safety. Planning, strengthening the awareness of civilized traffic among the whole people, determining the National Traffic Safety Day on December 2, and deepening the publicity and education of traffic safety themes, all of which have created conditions and laid the foundation for doing a good job in road traffic safety.

Would rather repair a few kilometers less

Also make the security project solid

Feng Zhenglin, Vice Minister of the Ministry of Transport: Road traffic safety, as an important part of public safety, is related to the coordinated development of the economy and society, and is related to social harmony and stability. It is a major livelihood issue. Over the years, the Ministry of Transport has always insisted on putting safety at the forefront of all work, especially in the area of road transport safety. Since 2004, the road security project has accumulated a total investment of 25.4 billion yuan to rectify safety hazards. The section is 254,000 kilometers. In-depth development of the "Road Passenger Transport Safety Year" activities, focusing on the quality of drivers, corporate safety main responsibility, etc., effectively improve the professional quality of drivers; extensively carry out the safety management standardization of road transport enterprises, and formulated the "Safety Management Regulations for Road Passenger Transport Enterprises" (Trial) and other laws and regulations. After hard work, the road transport safety situation has achieved a generally stable and better situation in recent years, and heavy and extraordinary road transport accidents have gradually declined.

We should continue to firmly establish the concept of safe development, innovative mechanisms and means, and strive to minimize the risk of road traffic safety: First, further strengthen the security foundation. Taking the activities of the “Road Passenger Transport Safety Year” as the carrier, we will focus on solid foundation, work hard to build a long-term mechanism, and focus on solving the basic, rooted and institutional problems in the road transportation safety work. The second is to further enhance the quality of employees. People are the most important factors affecting road traffic safety. They mainly focus on improving the quality of drivers, out-of-town security personnel, dynamic monitoring personnel, etc., establishing rules and regulations, and implementing responsibilities. The third is to further implement the main responsibility of the transportation enterprise. In-depth development of transport enterprise safety compliance activities, urge passenger transport to implement the "Safety Management Code for Road Passenger Transport Enterprises", comprehensive statistical analysis of the violations of vehicles and drivers of enterprises, sorted in various provinces, and incorporated into the corporate integrity assessment system. The fourth is to further improve the passive safety of vehicles. While preventing accidents, we must also attach great importance to reducing the degree of accident damage and reducing the casualties and losses of people after the accident. In this regard, it is necessary to improve the structural safety of vehicles, and more importantly, carry out special actions for seat belts and life belts, widely publicize the important role of normal use and wearing seat belts for life protection, and improve the installation rate and passengers of operating vehicle seat belts. The wearing rate translates safety awareness into safety habits and effectively reduces the number of casualties in road traffic accidents. The fifth is to further promote the legislative work of road safety dynamic monitoring. It is necessary to formulate the "Measures for the Dynamic Monitoring and Control of Road Transportation", standardize the operation management and installation and use of system platforms and vehicle terminals at all levels of networked joint control, clarify the responsibility of the main body of monitoring and the supervisory duties of government departments, and further improve the application of satellite positioning devices. Level. Sixth, further strengthen the investment in highway security projects and improve the safety service level of highways. It is better to repair a few kilometers less, but also to do a solid security project.

Road traffic safety continues to improve

Need to work together

Zhao Hang, director of the China Automotive Technology and Research Center: Road traffic safety is a global topic. According to the World Health Organization, about 1.24 million people worldwide die from traffic accidents every year. Traffic accidents have become a major problem that threatens human health and development. Over the years, relevant government departments in China have been persistent in road traffic safety, and have continued to carry out special treatments such as speeding, fatigue driving, overloading, over-limitation, and drinking and driving, with remarkable results. From 2004 to 2012, the number of traffic accidents decreased from 465,000 to 204,000, and the number of deaths dropped from 94,000 to 59,000, a decrease of 56% and 37% respectively. However, compared with countries and regions such as the United States, Japan, and Europe, the road traffic safety situation in China is still very serious. Especially in recent years, with the rapid development of China's automobile industry and the rapid growth of automobile production, sales and possession, the number and possession of drivers have also put more pressure on road traffic safety.

As we all know, the continuous improvement of road traffic safety requires the joint efforts of all departments and the active participation of the whole society. As a member of the automotive industry, the China Automotive Center has been a staunch force in actively promoting the automotive safety industry. From the formulation of automobile safety standards and regulations to the popularization of road traffic safety common sense, from the safety evaluation of new products of automobiles to the special research on road traffic safety, we have carried out all-round and multi-angle work. Since the introduction of C-NCAP in 2006, it has tested and released 28 batches of test specifications higher than the national mandatory standards. The evaluation results of the safety performance of 202 best-selling models in the market have effectively promoted the safety level of China's automobiles. Improvement; especially after the implementation of the new rules, C-NCAP is leading China's car safety to the most advanced level in the world. The in-depth research project on traffic accidents in China started in 2011. From the in-depth analysis of the characteristics of traffic accidents and the mechanism of death and injury, we explored the empirical measures for accident prevention and damage protection, and provided data for the development of relevant safety technical regulations and the improvement of vehicle safety design. Support provides an important reference for traffic safety management and infrastructure construction.

The theme of this forum is “Road Traffic Safety – Common Responsibility”, which aims to unite various social forces such as government, industry, enterprises and scientific research institutions, and strive to propose methods and measures from many relevant levels such as people, vehicles, roads and management. To jointly promote road traffic safety construction.

Seat belts can be reduced by 10.5%

Potential mortality

Takahashi Shinhiko, Director of Planning and Advance Technology Development of Nissan Motor Co., Ltd.: Seat belts are a very effective measure to ensure traffic safety. In all traffic accidents in China, if you wear seat belts, you can reduce potential death by 10.5%. rate.

We are very concerned about the number of deaths. The number of deaths in China is much higher than that of other developed countries. Why? In 1970, Japan began to use a socially oriented and people-oriented approach. People-oriented means strengthening publicity and education. In 1990, we improved the crash safety of cars, such as airbags and safety bodies.

Since the implementation of the China Road Traffic Act, mortality has continued to decline and has been reduced by 20% after being enforced in 2011. In addition, it is the national seat belt regulations, and China’s performance in this regard is not very good. China's front seat belt usage is only about 22%. According to the World Health Organization, the use of seat belts can reduce fatal mortality by about 50%, which is for front seat passengers. For rear seat riders it can reduce the risk of death by up to 75%. Therefore, wearing a seat belt is a very effective measure.

Guide Idler

Guide idlers are also called stub idlers, limiting idlers, track-guiding idlers. Guide idlers are are designed to prevent belts from tracking off. usually by contact with the edge of the belt. They can be used on both the trough and return side of the conveyor belt. The problem with many guide idlers is the design itself. A conveyor belt can quickly wear down the steel of the guide roll to make it unusable.

Guide Idler

Guide rollers are also called stub rollers, limiting rollers, track-guiding rollers, snub rollers or lateral guide rollers. Guide Idler and Conveyor Belt Tracking Guide, was developed during the 1940's to assure reliable Belt Conveyor Tracking in the following industries: Guide idlers are properly mounted at the sides of the belt so that they keeping it aligned if there are run outs. Continuous belt rubbing against the guide idlers might cause damage (edge wear) of the belt. In that case further check of the conveyor items (pulleys, idlers, etc) and structure should take place. Guide idlers are available in various diameters and lengths.

Guide Idler usually use ball bearing.
