Measurement not only provides guarantees for the development of science and technology and national defense, provides support for the smooth implementation of major national projects, but also plays a role in protecting people's livelihood and building a harmonious society, and provides services for the promotion of energy conservation and emission reduction.

Zhi Shuping stated that modern society demands more and more metrology, and metrology work faces new opportunities and challenges. In the international arena, the international system of units is facing major changes. The world's advanced countries have successively carried out relevant research, and China has a large gap in this aspect. If it cannot follow up in time, it cannot gain the right to speak in the international arena; from the domestic point of view, The establishment of innovative countries, the development of strategic emerging industries and the acceleration of economic restructuring, and the maintenance of social sustainable development and human life and health, all set new requirements for metrology and science and technology. In some areas, China has not established corresponding measurement benchmarks and standards. If new breakthroughs cannot be made, measurement will become a bottleneck that hinders the progress of new technologies and even the entire society. Raising the level of measurement development is a key link in serving scientific development, meeting international challenges, enhancing comprehensive national strength, and enhancing international competitiveness.

In response to the current outstanding problems in China's metrology work, Zhi Shuping stated that he will strive to achieve breakthroughs in three areas: First, he will strive to make breakthroughs in perfecting the system of quantity traceability. In particular, we must speed up the study of China's urgently needed measurement standards and provide measurement testing methods for the development of high-tech and strategic emerging industries to meet the demand for traceability. The second is to strive for breakthroughs in scientific measurement research. Accelerate research on metrology-based metrology benchmarks, continuous standards research, and leading-edge metrology technologies. At the same time, according to the principle of doing something well and doing nothing, we will strive to achieve breakthroughs in measurement science and technology research in the areas of new energy, new materials, and nanotechnology. The third is to make breakthroughs in reforming and improving the metrological supervision system. While accelerating the revision of the "Measurement Law," we will accelerate the establishment and improvement of a metrological supervision system with Chinese characteristics, conscientiously solve problems such as insufficient regulatory power and inadequate supervision, and step up efforts to reform and develop technological institutions to better utilize measurement in development.
