Trial Measures for Field Survey and Identification of Crop Varieties and Sterile Lines in Hubei Province

Article 1 These Measures are formulated for scientific and standardized conduct of field inspection and identification of crop varieties and sterile lines.

Article 2 The present Measures shall apply to the field inspection and appraisal activities for the approval of crop varieties in the province, the introduction of examinations, and the identification of sterile lines.

Article 3 When applying for field inspection and appraisal activities, the following conditions shall be met:

1. For the major crop varieties that have been approved, the species regional trials for at least one production cycle should be completed, and the test results should meet the standards for species certification.

2. For the non-essential crop varieties that are applied for certification, the comparison tests of the varieties in at least two production cycles shall be completed, and the test results shall reach the standards for species identification.

3. For the main crop varieties that are applied for introduction and examination, the introduction test (formal test) of the varieties should be in progress.

4. The CMS lines of rice and other crops that are applied for identification should have at least one matching group of varieties to complete a variety of regional trials for a production cycle, and the test results will reach the certification standards for the varieties. For the two-line sterile lines of rice, the identification results of artificial climate boxes issued by China Rice Research Institute or Huazhong Agricultural University should be provided, and the identification results should reach the validation standard for sterile lines.

Article 4 The varieties (sterile line) that apply for the field inspection and appraisal activities shall provide the following materials to the Office of the Hubei Provincial Crop Variety Approval Committee (hereinafter referred to as “the provincial product review office”):

1. Application report of the first breeding unit (individual) (A brief explanation of the time, place and contact method of the proposed inspection, etc.);

2. Breeding report of varieties (sterile lines);

3. Research report on cultivation techniques of varieties;

4. The certified varieties should be submitted to the comparative test summary report;

5. Two-line sterile lines of rice should provide identification of artificial climate boxes;

6. Other materials required by the provincial product review office or professional team.

Article 5 The application units (individuals) of the field field inspection and appraisal activities shall make arrangements for the inspection site in advance. The site should meet the following basic requirements:

1. Select planting sites in a concentrated manner. The inspection sites for the review and introduction of major crop varieties shall be centrally arranged around provincial demonstration sites for new varieties of the corresponding crops in that year, and the contiguous planting area for each species shall be 5 mu or more. The specific location was confirmed by the application units before contacting the provincial product review office.

The sites for the identification of non-major crop varieties shall be arranged in the main producing areas of the crops, and the specific locations shall be conveniently transported.

2. Reasonably arrange the sowing date. According to the ripening period, Provincial Inspection and Quarantine organizes 1-2 inspections and identifications for each crop annually. Specifically: early rice in mid-July, mid-season rice in early September, late rice in mid-October, late rice in late October, rape in early May, wheat in mid-May, maize low mountain plain in late July, The second highest mountain in late August, cotton in mid-September, spring soybean in mid-July, summer soybean in late September, watermelon protection cultivation in mid-June, open field cultivation in early July. The application unit (individual) should arrange the sowing period according to the above time.

The field time for the identification of the rice sterile line in the field is August 15-25. The application unit (individual) should arrange the site for sowing in stages and do self-sacking and bagging more than 20 days in advance to complete the inspection and identification at one time.

3, set the contrast varieties. For the main crop varieties, the contrasting varieties should be arranged as much as possible. The comparative varieties should be selected with the closest relatives. The comparative varieties should be planted in the same field block as the varieties that were applied for field inspection, and the area should not be less than 0.1 mu.

4, on-site field management. In accordance with the characteristics of varieties, the best cultivation and management should be adopted according to local conditions;

Article 6 The composition of the field inspection and appraisal expert group. In principle, the expert group is composed of the corresponding professional group members. According to the needs, the Provincial Product Inspection Office may hire relevant experts to participate.

Article 7 The procedures and contents of field inspection and appraisal activities.

1. The first breeding unit (individual) of the species submitted the application report and related materials for the field inspection and appraisal activities to the provincial product review office 15 days before the planned inspection.

2. The Provincial Inspection and Quarantine Office made a decision on whether to accept or not 7 days prior to the organization visit and notified the applicant (individual).

3, field inspection and identification.

(1) The expert group conducts inspections on the site, focusing on the characteristics of the varieties examined;

(2) The first breeder of the variety introduced the details of breed selection, test trials, and cultivation techniques;

(3) The expert group examines relevant materials and conducts inquiries;

(4) The application unit (individual) evaded, the expert group conducted a democratic appraisal, and formed a written opinion of field inspection and appraisal.

Article 8 The Measures shall be interpreted by the Provincial Product Inspection Office and shall be implemented as of the date of promulgation.
