Private vehicle scrap new regulations request mileage not exceeding 600,000 kilometers

In response to the problem of scrapping motor vehicles, the "Regulations on Mandatory Motor Vehicle Discarding (Draft for Soliciting Opinions)" (hereinafter referred to as the "new regulations") that the Ministry of Commerce has brewed for a long time has begun to solicit opinions. The new regulations show that the retirement of private cars is not limited by the age limit, but the mileage cannot exceed 600,000 kilometers.

The new regulation mainly divides the scrapping regulations of motor vehicles through the two aspects of operating vehicles and non-operating vehicles. There are limits on the number of years for operating vehicles, from small and miniature taxis to medium-sized passenger cars, and from 8 to 15 years.

Non-operating vehicles, that is, private cars, except for large and medium-sized non-operating passenger cars have a 20-year limit on the number of years of retirement, and other models basically have no age limit. The specific performance is that small, micro-non-operating vehicles, large-scale non-operating cars, and wheel-type special vehicles have no limit on the number of years of use, but there are mandatory scrapping regulations that do not exceed 600,000 kilometers.

In addition to the compulsory retirement conditions for mileage and age, if the vehicle fails to obtain the vehicle inspection mark within three consecutive motor vehicle safety technical inspection periods after the expiry date of the inspection, it will also be subject to mandatory scrap. The deadline for comments on the new draft of the consultation paper is the end of this month. According to sources, this new rule is expected to be formally introduced this year.
