Winter and spring water conservation work in Fujian has achieved initial results

Summary of contents: Since the beginning of autumn in 2011, the winter water conservancy construction in Fujian Province and the water damage restoration work for water conservancy projects have achieved initial results. As of January 31, Fujian Province had invested 69.38 million man-days in total, accounting for 57.3% of the plan; completed 71.51 million cubic meters of earth and stone, accounting for 65.7% of the plan, and completed investment of 318.449 million yuan, accounting for 81.7% of the plan; repair water damage. 4303 of the water conservancy projects accounted for 77.5% of the plan; 70.59 million new irrigated areas accounted for 85.1% of the plan; and 38.2 million mu of new water-saving irrigation area accounted for 81% of the plan.

In order to complete the tasks of water conservancy construction in Fujian Province in winter and spring, Fujian Province has taken practical and effective measures to advance it.

Policy protection and implementation of tasks. The Provincial Department of Water Resources has accelerated the innovation of its working mechanism, implemented "one-stop" services, simplified the examination and approval procedures, established an administrative service center, and vigorously promoted the "first-line work method" to increase work efficiency.

Technical services, in-depth farmland. The Provincial Department of Water Resources has organized 10 grassroots work service group 100-member work groups to intensify the first line of farmland water conservancy construction, help grass-roots units to do a good job of the project's preparatory work and technical guidance, and urge local governments to implement water conservancy construction.

Government-led, multiple inputs. Various areas of Fujian Province have actively raised funds to form new mechanisms for government-led, diversified, multi-level, and multi-channel infrastructure for irrigation and water conservancy.

Strengthen supervision and long-term operation. In the construction of water conservancy in Fujian Province, the company insists on “prominent project quality and progress,” and “makes people's livelihoods work to benefit farmers.” It establishes and perfects the water conservancy construction quality assurance system, strengthens project construction management, ensures project quality, and builds a place and a place.
