The synchronized actions of the central and local governments have fully demonstrated that the environmental management of contaminated sites in China has already been put on the agenda, and soil remediation and treatment is spreading.
The "brown block" is a common international appellation for some polluted factory sites in the city, most of which are located in the center of the city. With the development of the urban economy and the transfer of industrial upgrades, a large number of chemical pollution companies have been relocated and shut down. The “brown land” vacated has often become a hot spot for developers to compete for commercial development. However, a considerable part of the “brown field” currently affects development and reuse due to potential harmful and dangerous pollutants.
According to the reporter's understanding, the redevelopment of these contaminated sites is not an easy task. China still lacks relatively complete and targeted laws and regulations on the management of contaminated sites.
According to the Ministry of Environmental Protection, at present, China still lacks relevant standards for the remediation of contaminated sites. So far, there are dozens of relevant standards for soil environmental protection that have been promulgated and implemented in China. However, none of these standards address the content of soil remediation in contaminated sites, and it is difficult to scientifically and systematically guide the remediation of contaminated sites. In addition, there are some legal provisions in the current legislation in China on the prevention and control of soil pollution. However, due to the scattered and non-systematic laws and operability of these laws, they cannot meet the actual needs for the prevention and control of soil pollution, especially on soil environmental management in contaminated sites.
Prior to this, Beijing had made active attempts to remediate soils from contaminated sites. In July 2007, the Beijing Municipal Bureau of Environmental Protection issued the "Notice on Relevant Issues Concerning the Assessment of Soil Environment After the Relocation of Industrial Enterprises," requiring that the site of the industrial site must be site-environmentally evaluated prior to its secondary development and use, and the presence of contaminated sites must be identified. A soil remediation and remediation plan shall be formulated. The original polluting enterprises shall be responsible for the remediation and remediation of contaminated sites. After the contaminated sites are remedied and rehabilitated, they can be used for the development and construction of other uses. However, Li Lixin, deputy director of the Beijing Municipal Environmental Protection Bureau Solid Waste Management Center, frankly stated that the regulation is limited and there is no corresponding penalty.

At the same time, regulations governing soil remediation and management of contaminated sites in contaminated sites are provided, including when to initiate remediation and remediation, specific requirements for remediation and remediation plans and project implementation, how to handle remediation of treatment results, and requirements for relevant institutional qualifications. The main remediation scope in the "Technical Guidelines for Contaminated Site Soil Remediation" includes the principles, contents, procedures, and technical requirements for the feasibility study of soil remediation for chemical contaminated sites.
Dr. Guo Guanlin from the Soil Pollution and Control Research Office of the Chinese Research Academy of Environmental Sciences said in an interview with reporters that China has had little experience in the field of soil remediation for a long time, coupled with the lack of uniform standards and methods, and some domestic scientific research institutions are doing soil evaluations. With reference to different methods and standards in foreign countries, the evaluation results often do not have consistency and comparability. Guo Guanlin believes that the forthcoming "Provisional Measures" and "Technical Guidelines" will provide a unified, rule-based management and technical standards, and will play an active role in promoting the remediation of contaminated sites in China.
According to the reporter’s understanding, at present, the prevention and control of soil pollution in urban areas of Chongqing has gradually become a normalization work from pilots and demonstrations, and a qualitative assessment of the environmental risks of the site of 95 industrial enterprises has been conducted, and 6 enterprises such as Chongqing Tianyuan Chemical General Plant have been evaluated. The quantitative assessment of contaminated sites at the original site was carried out. Chongqing Municipality recently announced that it has started the largest POPs contaminated site remediation project in advance and will use the cement kiln co-disposal technology within two years to completely eliminate persistent organic pollutants in contaminated soil.
