After years of development, our province has become an important fertilizer production base in China. Since 2008, the fertilizer industry was affected by the sharp increase in raw material prices in the earlier period, and was later hit by the international financial crisis. The sales were sluggish, the operating rate was insufficient, and the production ups and downs, the output growth rate dropped significantly, ending the rapid growth of up to five years. Continue to deepen the reform, promote the adjustment of industrial structure, revitalize the chemical fertilizer industry in our province, and promote the stable development of the chemical fertilizer industry, which is of great significance to ensure the development of agriculture in our province and increase the income of farmers. For this reason, this opinion is specifically formulated.

I. Current situation and situation

(a) The status quo

By the end of 2008, there were 49 nitrogenous fertilizer companies in our province, of which 26 were urea-dominated products and 23 were ammonium bicarbonate-based products. The nitrogen fertilizer industry has a production capacity of 9.665 million tons of synthetic ammonia, 10.79 million tons of urea, 4.33 million tons of ammonium hydrogencarbonate, 700,000 tons of nitric acid, 3.005 million tons of methanol, and a power generation capacity of 698,500 kilowatts. Formic acid, organic amines, melamine, hydrogen peroxide and other ammonia Methanol derivatives also took shape and occupied a certain share of the domestic market. In 2008, the province produced 6.69 million tons of synthetic ammonia, 4.93 million tons of nitrogen fertilizer, and 4.19 million tons of urea (refined). The output ranked first in the country for many years in succession. The phosphate fertilizer industry has a production capacity of 1.02 million tons of ammonium phosphate, 5.03 million tons of sulfur-based ternary fertilizer, and 3.715 million tons of sulfuric acid. In the absence of sulfur and phosphorus resources, our province has taken an important position in China with its own technology and management advantages. The industry realized sales revenue of 89.877 billion yuan, and profits of 8.006 billion yuan.

1. Nurturing a group of key enterprises. The 32 products of 14 companies, including Caiyun Brand urea and Qingdao Dongfang Chemical Co., Ltd.'s "Oriental" brand compound fertilizer, won the title of "Shandong Famous Brand".

3. The capacity for independent innovation has been significantly enhanced. The province's chemical fertilizer industry has 10 provincial and municipal technology centers, and 1 national engineering research center for coal chemical industry. Based on the digestion and absorption of Texaco gasification technology, the center cooperated with East China University of Science and Technology and independently developed four nozzles. Coal-water slurry gasification technology has been successfully applied in Hualu Hengsheng, Guotai and other enterprises. Lubei Chemical's phosphogypsum production of sulfuric acid co-production cement technology development and industrialization, Hongri Group's low-temperature conversion of potassium chloride production sulfur-based ternary fertilizer technology development and application projects played a positive role in the national fertilizer industry, the backbone of fertilizer companies Process technology and equipment are at the leading domestic level.

4. New achievements have been made in energy conservation and emission reduction. In 2008, the comprehensive energy consumption of synthetic ammonia products in our province was 1404 kg standard coal/ton, which was lower than the national average of 310 kg standard coal/ton. The province's nitrogenous fertilizer companies generally adopt the double-arm process of co-producing methanol and purifying ammonia raw gas at the same time. Gas slag and waste heat from the process are used to generate steam power and other measures to improve energy efficiency; urea enterprises use deep hydrolysis to reduce ammonia nitrogen. Urea was recovered. The fertilizer industry has adopted a number of "three wastes" treatment measures, all of which meet the discharge standards. Enterprises along the Huai River and South-to-North Water Transfer Basin have also achieved zero discharge of sewage.

(B) The main problems

1. Contradictions in the industrial structure are prominent. At present, the province's urea, phosphate fertilizer and ternary fertilizer production capacity exceeds demand, high concentration of phosphate fertilizer has a certain amount of market gap; the province's chemical fertilizer production equipment is basically a stack of multiple sets of equipment, monomer equipment is too small, lack of backbone leading enterprises. It is difficult to compete with large domestic groups.

2, raw materials, high dependence on foreign. The nitrogen fertilizer companies in our province mainly produce coal for raw materials from outside the province. Each year, they need to transport 10 million tons of coal from Jincheng and Yangquan in Shanxi Province. The railways and highways are under tremendous pressure, and they must also pay local exit fees for resources. Fertilizer costs in our province. Phosphorus compound fertilizer required phosphate resources in our province is scarce, mainly rely on clouds, Guizhou, Hubei and other places.

3, energy-saving emission reduction, environmental protection, safety production pressure. Although the fertilizer companies in our province have been in the forefront of the country in respect of energy saving, emission reduction, environmental protection, and safe production, the gaps between the large-scale plants of Sinopec and CNPC are still obvious. There is also an imbalance in energy and material consumption between enterprises in the province, and the task of reconstruction is still quite onerous.

4. It is a long way to guide farmers in scientific fertilization. At present, due to insufficient understanding of scientific fertilization by farmers, blind fertilization and excessive fertilization are common. The actual utilization of nitrogen fertilizer is generally around 30%, resulting in great waste of social resources. It is the responsibility of the chemical fertilizer production enterprises in the province to guide farmers to apply scientific fertilization, reduce the loss of chemical fertilizers, reduce environmental pollution caused by excessive fertilization, and change the quality of crops caused by unreasonable ratio of fertilization.

(III) Situation facing

With the expansion of production capacity of domestic backbone chemical fertilizer companies and the construction of large-scale ammonia and methanol plants in coal chemical projects in western coal production areas, the state-supported super large-scale phosphorus and compound fertilizer projects have been completed and put into operation at the Yunnan, Guizhou, and Hubei phosphate bases, and the fertilizer industry The integration of raw material supply, market structure, marketing system, and capital structure is accelerating. On the one hand, the province's chemical fertilizer industry has excess capacity, and it needs to eliminate backward production capacity. On the other hand, the single-scale series of key enterprises is generally low, and technological transformations such as raw materials and energy conservation are also needed, from big to strong, to increase market competitiveness. Faced with the impact of the financial turmoil, it is an urgent and inevitable choice to speed up industrial adjustment and revitalize the fertilizer industry.

1, facing the unfavorable factors. The first is the lack of raw material advantages. No matter whether it is nitrogen, raw material coal, natural gas, or raw materials for phosphate fertilizer, phosphate or pyrite, our province is very lacking. In recent years, a large number of well-funded enterprise groups have invested in and built factories in western resource-producing regions, which poses a great threat to the development of chemical fertilizers and even coal chemical industry in our province. The second is the lack of financial advantages. Fertilizer industry in our province is gradually developed from small and medium-sized enterprises. The strength of individual enterprises is relatively weak, and they still do not have the ability to go out to purchase mines and enterprises for extended development, and it is difficult to attract foreign investment.

2, has the advantage. First, it has the necessary talents and technological advantages for the development of chemical fertilizers and even coal chemical industry. Regions with obvious advantages in resources are often located in remote areas. High additional costs such as talents, environment, transportation, and water sources may greatly weaken resource advantages, and ultimately they may not have an advantage in the market. As long as the province's chemical fertilizers do a good job of strategic positioning, they can rely on their own talents and technological advantages to compete for resources, and let resources play a better role than at the place of production. The cooperation between Jincheng Coal Industry, Yangmei Coal Group and chemical fertilizer companies in our province is an example. The second is to have a good chemical fertilizer location advantage. Our province is located in the central area of ​​the fertilizer market. The capacity of the local market is huge, and the production sites of coal and phosphate are often far away from the fertilizer market. The advantages of the cost of fertilizer transportation in the construction of resource-producing areas compared with the cost of coal transportation in the province's fertilizer companies are Not obvious.

II. Guiding Principles, Principles and Objectives

Guided by the concept of scientific development, we adhere to the new industrialization path, rely on existing enterprises, strictly control total production capacity, focus on connotative development, highlight technological innovation and technological advancement, and accelerate the “three adjustments” of raw material routes, power, and product mix. The three transformations of “energy saving, environmental protection, and safety” promoted the construction of five major industrial clusters, guided scientific fertilization, and promoted the province’s leap from a chemical fertilizer province to a chemical fertilizer province.

Adhere to the unification of economic development and environmental protection, economic benefits and social benefits, speed up the elimination of backward production capacity, technology and equipment with high energy consumption, high water consumption, and high pollution; increase the number of key enterprises in technological transformation, financing, loans, etc. Support efforts to help them become bigger and stronger.

3. Accelerate the combination of technological progress and promotion of industrial integration. Relying on the development of industrial clusters and the fostering of key enterprises, we will accelerate the integration of resources, talents, technology, marketing, etc., and give full play to human resource advantages, jointly develop key technologies for common use, and promote technological advancement through industrial integration.

(III) Objectives

By 2011, the proportion of high-concentration fertilisers will exceed 96%. The technical and equipment levels of key enterprises will approach the world's advanced level, and the comprehensive energy consumption of synthetic ammonia will be less than 1,610 kilograms of standard coal. In the nitrogen fertilizer industry, 20% of the raw materials are based in the province, and the raw material structure is effectively adjusted. Industrial clusters have been promoted, industry concentration has increased, and industrial layout has been optimized. The major economic indicators have increased by more than 15% annually.

Gradually increase the management of ammonia boiler flue gas desulfurization, membrane integrated treatment of ammonia nitrogen wastewater, and nitrogen fertilizer production wastewater to achieve zero emissions.

In accordance with the principle of “reduction, reuse, and recycling” of circular economy, reduce emissions of carbon dioxide, hydrogen, and phosphogypsum produced in the production process, and focus on the implementation of 15 key enterprises such as urea co-production methanol of Shandong Luxi Chemical Group. The comprehensive utilization of 23 resources projects will increase the efficiency of resource utilization. Supporting chemical fertilizer production companies to appropriately extend the product chain, production of formaldehyde, formic acid, acetic acid, dimethyl ether and other products, increase the added value of the product.

Encourage chemical fertilizer production enterprises to actively develop new technologies such as coated slow-release fertilizers, inhibitor-based slow- and controlled-release fertilizers, synergistic agent-controlled slow-release fertilizers, and amino acid-chelated fertilizers, and new chemical fertilizers. Focus on supporting the development of the new type of slow/controlled release fertilizers by the Shikefeng Group, vigorously promote balanced fertilization and soil testing and formula fertilization, and establish a long-term slow-fertilizer production and R&D base with an annual capacity of one million tons. At the same time, we will guide enterprises to expand exports and expand the international market.

Accounted for 69.6% of the province's production capacity, 3.75 million tons of fertilizer, accounting for 74.5% of the province's production capacity.
