The scale of industrial environmental protection or the explosion of trillions of atmospheric governance areas are favored

Benefiting from the oversizing of policies, since September, the industrial environmental protection market has been favored by social capital. The industry also believes that the industrial environmental protection market will become the next big thing. The most optimistic brokers predict that the scale of the industrial environmental protection market will reach nearly RMB 1 trillion. In addition, the Ministry of Environmental Protection's efforts to promote third-party governance models and other market-based measures will also effectively release the environmental protection needs of industrial enterprises. It is reported that in the industrial environmental protection market, there is currently no more attention than industrial atmospheric governance.

In September, the ten ministries and commissions of the Ministry of Environmental Protection and the six provincial governments of Hebei Province issued the first “Action Plan for the Comprehensive Prevention and Control of Atmospheric Pollution in the Beijing-Tianjin-Hebei Region and the Surrounding Areas in the Fall and Winter of 2017-2018” that was specifically formulated for autumn and winter. At the same time, a number of cities have also successively held meetings to arrange more stringent measures to control haze.

The Ministry of Environmental Protection will also carry out patrol operations on September 15 for a period of four months and eight rounds. It will dispatch 2480 people, and will also use environmental supervision by inspection, inspection, inspections, appointments, and special inspections. "Combination boxing."

This will change the ecology of an industry - industrial environmental protection. Since September, the industry research report released by a number of brokerage companies has indicated that they are optimistic about the development of the industry. The industry also believes that the industrial environmental protection market will become the next big thing.

The question is, how big is this industry?

The most optimistic brokers predict that the scale of the industrial environmental protection market will reach nearly RMB 1 trillion. Among the industrial atmospheric fields, Everbright Securities estimates that the market space exceeds 500 billion yuan. In response, Xue Tao, executive director of the E20 Environmental Research Institute, told the 21st Century Business Herald that the monitoring and governance provided by environmental protection companies is only part of the industrial environmental protection market, and the process cleanliness of industrial enterprises is not related to environmental protection companies. In the trillion-dollar market space, the space that environmental protection companies can occupy is about 100 billion yuan.

Industrial enterprises make up "environmental protection classes"

Many brokerage analysts believe that with the gradual increase in environmental pressure, many industrial companies need to "make up".

This is also a long-standing environmental problem in our country. The 21st Century Business Herald reporter discovered that from 2000 to 2015, China's environmental governance investment has rapidly broken out. However, investment in industrial pollution control is weak. In 2015, it accounted for less than 10% of the total, which is far less than municipal environmental protection.

Since 2015, the Central Environmental Protection Inspector and all kinds of special inspections have started to cooperate with the vertical management system and mechanism reform of environmental protection agencies. Environmental protection “high pressure” is transmitted from top to bottom, and many companies are also facing environmental protection reforms.

In August this year, the fourth batch of central environmental protection inspectors began, involving Jilin, Zhejiang, Shandong, Hainan, Sichuan, Tibet, Qinghai, and Xinjiang, and achieved full coverage of the Central Environmental Protection Inspectorate. In the feedback of the inspection team, industrial enterprises such as steel, coal and non-ferrous metals were frequently named.

On the one hand, it is the power of environmental supervision. On the other hand, the state is also raising corporate environmental standards.

For example, in June of this year, the Ministry of Environmental Protection issued the draft for the draft of 20 national pollutant discharge standards, such as the “Steel Sintering, Pellet Industry Air Pollutant Emission Standards”, and raised the standard for steel sintering to 20 mg/m3. Sulfur dioxide 50mg/m3, nitrogen oxide 100mg/m3, the increase exceeded market expectations.

It is precisely the influence of various policy “combination boxing” that enables the agency to predict that the inflection point of industrial pollution control has arrived. Taken together, they believe that the main reasons include tightening environmental protection regulations, raising emission standards, improving profitability of upstream companies, and promoting third-party governance models.

"The normalization of high-level environmental protection supervision, coupled with the increase in pollutant discharge standards, more and more companies will actively seek the transformation and upgrading of environmental protection facilities." Analysts pointed out.

As the demand side of the industrial environmental protection market, the enhanced profitability of highly polluting industries such as steel, non-ferrous metals and petrochemicals has also enabled them to increase investment in environmental protection.

According to data from the National Bureau of Statistics, from January to July this year, the total profit of the coal mining and washing industry increased by 13.7 times year-on-year, the ferrous metal smelting and rolling processing industry doubled, and the total nonferrous metal smelting and rolling processing industry profits increased by 45.6%.

In addition, the Ministry of Environmental Protection's efforts to promote third-party governance models and other market-based means will also effectively release the environmental protection needs of industrial enterprises.

“Industry pressure on environmental protection, industrial companies have launched environmental protection facilities, almost to the point of hunger. The original industrial enterprises have low standards of environmental protection, this market release is equivalent to make up classes.” Xue Tao believes that the release of the current industrial environmental protection market It should be relatively short-term. He predicts that the industrial environmental protection market will enter a stable period after one year, followed by operations, maintenance, and technology updates.

At the same time, Xue Tao reminded that it is difficult to promote third-party governance in the field of industrial environmental protection. Compared with municipal environmental protection, the market behavior of the purchaser's industrial enterprise will be decentralized and rational, and large-scale promotion will be more difficult. Moreover, the attribution of responsibility for third-party governance has not yet been clarified.

However, Yongzheng Environmental Protection Chairman Liu Zhengjun said in an interview with a 21st Century Business Herald reporter that the company was involved in the field of industrial atmospheric management very early and had also done third-party governance. "With regard to the attribution of responsibilities, the boundary between both parties in the contract is clearly not a problem.

The “Implementation Opinions on Promoting Third-Party Governance of Environmental Pollution” recently announced by the Ministry of Environmental Protection also clearly defines the responsibility for pollution control, and points out that pollutant dischargers are responsible for the main part of pollution control, and third-party governance units are responsible for entrusting them with relevant laws, regulations and standards, and pollutant discharge units. Requirements, assume the corresponding legal responsibility and contractual pollution control responsibilities.

Non-electric industry governance becomes a key

The 21st Century Business Herald reporter learned that in the industrial environmental protection market, there is currently the most concern about industrial atmospheric governance.

In previous years, industrial pollution control, exhaust gas projects also invest the most. Of the total investment of 77.37 billion in 2015, the treatment of waste gas was 52.18 billion yuan, accounting for 67.4% of the total.

According to estimates by Everbright Securities, including ultra-low emission reform in the power industry, flue gas treatment in the non-electric sector, VOCs (volatile organic compounds) and unorganized emissions, the market will exceed RMB 500 billion.

In the “Seminar on Clean Coal Development and Environmental Impact in China” held on the afternoon of September 19, Liu Bingjiang, Director of the Department of Atmospheric Environment Management of the Ministry of Environmental Protection, stated that as of the end of June, China’s coal-fired power plants had completed 570 million kilowatts of super Low-emission transformation, accounting for 60% of the total installed capacity of coal. Among them, the Beijing-Tianjin-Hebei region has been fully completed, and the eastern region has also been basically completed.

However, electricity is not the focus of atmospheric governance. Liu Bingjiang stated that non-power industries such as iron and steel, cement, plate glass, and electrolytic aluminum are the focus of current air pollution control. There is still a big gap between the base of the pollution control in the non-electricity industry and the capacity of management compared with the power industry. The emissions of sulfur dioxide, nitrogen oxides, and smoke dust account for more than three quarters of the country's total.

Taking desulphurization and de-sale as an example, the 2016 Development Report of the Desulfurization and Denitrification Industry released by the China Environmental Protection Industry Association in early September shows that the installation rate of desulphurization and denitrification facilities in the steel industry in 2016 was above 90%, but the market was chaotic, simple imitation, low quality, and low quality. The price and vicious competition are widespread; there are missing links such as anticorrosion, external insulation, and by-product processing; the operation of facilities is not effective, there is a general lack of effective operation and maintenance, and the equipment failure rate is high, and the rate of operation is low.

In 2016, the installation rate of denitration equipment in the cement industry exceeded 85%, but the emission standards were loose. SNCR technology is widely used in denitrification in the cement industry, but the efficiency of denitrification is not high, and there are hidden risks of ammonia slip.

The 21st Century Business Herald reporter found that many atmospheric governance companies have already laid out this area.

Zhang Genhua, president of Clean Environment, told reporters in the 21st Century Business Herald that compared with electric power, non-electricity companies have different pollutants and their technologies have changed, but they have similarities with the electricity sector. From the market point of view, the non-electric sector is more decentralized, the number of small-scale enterprises is large, cost pressures are great, supervision is difficult, and there are certain gaps in industry standards, which are all unfavorable factors hindering the development of this market.

However, he believes that the country is now advocating third-party governance model is a good tool, government supervision of third parties will be easier.

Liu Bingjiang said that the emissions of volatile organic compounds in the non-electricity industry have not yet been effectively controlled. The main sources are the petrochemical, chemical, industrial coating, packaging and printing industries.

The six departments including the Ministry of Environmental Protection and the National Development and Reform Commission recently issued the “13th Five-Year Plan for VOC Pollution Prevention and Control Work Program” requirements. By 2020, the VOCs pollution prevention and management system centered on the improvement of the ambient air quality will be established and implemented. Key areas and priorities will be implemented. The industry VOCs pollution reduction, total emissions fell more than 10%. Key industries include petrochemicals, chemicals, packaging, printing, and industrial painting.

Xue Tao said that, including monitoring and governance, the E20 environmental platform predicts that during the "Thirteenth Five-Year Plan" period, VOCs industry will reach 140 billion yuan.
