The reporter learned that the preferential tariff policy of the China-ASEAN Free Trade Area refers to the signatories of the China-ASEAN Free Trade Area (including China, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, etc.). In the meantime, the vast majority of goods imported and exported give each other preferential policies for zero-tariff treatment. This preferential policy of zero-tariff treatment between each other has been implemented since January 1, 2011.
With the deepening of the China-ASEAN Free Trade Area strategy, China's export products can enjoy the preferential tariff policy of the free trade zone in the ten member countries of ASEAN with the preferential certificate of origin of the China-ASEAN Free Trade Area.
Since December 31, 2014, China has exported rubber tires under Laos HS4011.10, 4011.20, and 4019.94 (usually referred to as semi-steel radial tires, all-steel radial tires and engineering tires), and January 1, 2015. Since then, China's exports to Cambodia under HS4011.10, 4019.94 rubber tires fell to zero tariff.
This is after the import of zero tariffs on rubber tires under Singapore, Brunei HS4011.10, 4011.20, and 4019.94, and two other zero-tariff ASEAN member countries.
At this point, the rubber tires under HS4011.94, except Indonesia's 15% CIF tariffs without concessions, Vietnam's 5% CIF tariffs, the remaining ASEAN countries' import tariffs have all dropped to zero.
Due to the lack of understanding of the preferential tariff policy of the free trade zone and the restrictions of the implicit trade measures of the ASEAN countries, in 2014, Dongying City of Shandong Province accounted for the largest proportion of rubber tires for ASEAN exports (accounting for 34.69%). In 2014, the value of exports to ASEAN was 173.393 million US dollars, the visa amount of ASEAN certificate of origin was 103.0955 million US dollars, and the visa ratio was only 5.95%. The use of preferential tariff policies in the free trade zone has problems such as uneven level and overall low.
